One of the best kept secrets in Los Angeles is the FREE observation deck on the 27th floor of Los Angeles City Hall in Downtown. From the 27th floor, visitors get a 360 degree view of Los Angeles, and access to the observation level is free. Visitors need to use the City hall entrance at 201 N. Main Street.
